Before the government can tap the phone or read the e-mails of an American suspected of having terrorist links, it must get the approval of a federal judge. But if they target the same person for death, no such review pertains.

And that deeply concerns Vicki Divoll, a former CIA officer and Senate Intelligence Committee lawyer, who now teaches U.S. government and the Constitution at the U.S. Naval Academy, and who will speak on the subject of targeted killings of Americans by the Obama Administration, tomorrow at the Chilmark Public Library.

Island chefs, musicians and authors will be the centerpiece of Library After Hours, a celebration at the West Tisbury Free Public Library on Sunday, August 1 from 5 to 7 p.m.

It will be the kickoff of a nonprofit foundation focussed on a capital campaign to raise $1.2 million to expand the library building.

“We’ve been handed a rare opportunity to get state funding for half the cost of construction,” said trustee Dan Waters. “If we meet our fund-raising goal, the state grant will mean an enormous savings to the town.”

Interested in hearing more about wind turbines and noise? On Wednesday, July 28, there will be a work session on the issue to help the preparation of a Wind Energy Plan for Dukes County. The session is free to all and begins at 5 p.m. at the Martha’s Vineyard Commission (the Stone Building) at 33 New York avenue in Oak Bluffs.

Michael Chertoff, former United States Secretary of Homeland Security, will speak on security in the 21st century in the season’s fourth program of the Summer Institute speaker series, on Thursday, July 29, at the Martha’s Vineyard Hebrew Center.

As a Secretary in the Cabinet of President Bush, Mr. Chertoff led a 218,000-person department with a budget of $50 billion. He also served periodically on the National Security and Homeland Security Councils, and on the Committee on Foreign Investment in the United States.

Johanna Erickson will teach a specialty knitting class at the Tisbury Senior Center on Friday, July 30, from 10 a.m. to noon. The class will include knitting novelties, including a leaf, a rose, I Cord vines, made separately and applied to other knitting, such as a hat or purse. All knitters of any age are welcome. Basic knitting knowledge is necessary.

In August Ms. Erikson will teach Beginning Knitting and Refresher on Basics on Fridays, same time and place.
