Three days before the new Dukes County manager will sign his contract, news surfaced that he gave up his license to practice law amid allegations of professional misconduct.
The county commissioners said yesterday they had learned about the incident several months ago, when E. Winn Davis, the executive secretary of the town of Hanson, was first named as a finalist for the position.

In his return visit to the Island, Mr. Davis described himself as a consensus builder who believes that Dukes County can set a positive example for county government across the commonwealth.

At a special meeting held Tuesday night, the Dukes County commissioners voted to invite E. Winn Davis, who with Laurie Perry had been selected as a finalist for county manager, back to the Island to discuss the position.
The commissioners last week voted to rescind Ms. Perry's job offer and to ask the selection committee to reconvene to find three qualified candidates.
