Wider Sidewalks, Parallel Parking: Circuit Avenue Debuts New Streetscape

Just in time for the 2022 summer season, the $1.64 million Circuit avenue portion of the Oak Bluffs streetscape project is open for business.

On a recent morning, a pickup truck, a Subaru, a Honda and a Maserati were parked along Circuit avenue in Oak Bluffs — the range of vehicles not unusual for the Vineyard. What was out of the ordinary, however, was that the cars were parallel parked, taking up four of the newly created 15 spaces at one end of the avenue.

The length of Circuit avenue has been transformed by the new streetscape design, but the change to parallel parking only runs from Giordano’s up to Healey Square. After that it is back to diagonal parking.

The entire $2.7 million downtown improvement project will eventually incorporate changes along Kennebec avenue and Healey Square. But just in time for the 2022 summer season, the $1.64 million Circuit avenue portion of the project is open for business.

“The project is functionally complete well ahead of schedule,” town administrator Deborah Potter said in an update to the select board Tuesday night.

All that’s left to do is the addition of signs, benches and the completion of streetlights, she said.

Ms. Potter said much of the credit for a job well done is due to contractor Lawrence-Lynch of Falmouth, who dug up and replaced sidewalks, crosswalks and tarmac throughout the winter. Ms. Potter said when all was said and done, change orders on the Circuit avenue portion of the work came in under $20,000.

“Which is another testament to Lawrence-Lynch and the work they did,” she said.

Early on, the project faced pushback mostly due to the change in parking, with many worried about the loss of 12 parking spaces due to the switch from diagonal to parallel, and the potential difficulty of drivers navigating parallel parking during the high traffic summer season. But for now, many on Circuit avenue are in favor of the result.

“I like it, but I’ve been in favor of it the whole time,” said Scott Patterson of Craft Works, placing flowers in a planter outside the store last week. “I was in favor of them making this entire thing a pedestrian mall.”

In addition to changing up the parking patterns, the sidewalks along the same stretch of the avenue are now several feet wider, allowing more room for pedestrian traffic.

Speaking with the Gazette by phone, highway superintendent Richard Combra acknowledged the concerns and complications for both drivers and businesses that may come with parallel parking on the street, but said he thinks the added pedestrian safety that comes with a larger sidewalk is well worth a loss of parking spaces. Mr. Combra added that he thinks the street’s new layout is something that will begin to feel natural as time goes on.

“I think people are adapting to [parallel parking] really well,” he said. “They’re plenty big enough for most cars to fit into.”

Another change is the replacement of the street’s longstanding Callery Pear trees, an invasive species. Now Ivory Silk Lilac trees line the street, standing in their infancy much thinner and shorter than their predecessors. Fully grown, the trees will top out at around 20 feet, and resemble lilac bushes in bloom with large, flat green leaves and bearing large bunches of small white flowers on their branches.

“Love them. Wish they were bigger, but they’ll grow,” said Laurie Welch, founding partner of Eastaway and Basics Clothing Company, looking out at the freshly planted trees from her storefront last week. “And I’m glad they’re putting the light posts in.”

Gearing up for an anticipated increase in visitors this summer, Ms. Welch said she’s fully confident the street will be able to handle the thousands of pedestrians who will soon be walking the new sidewalks.

“I don’t have any fear that it will not be completely perfect,” she said. “Feels like it’s going to be very busy.”

In the coming weeks, parking spots along the harbor will be repainted to accommodate diagonal parking, adding around a dozen spaces to the current parallel parking design and largely offsetting the parking spaces lost on Circuit avenue. Ms. Potter said that work is slated for completion by Memorial Day Weekend.

Up next for the wide-ranging streetscape project are changes to Healey Square and Kennebec avenue. Ms. Potter said Tuesday night it’s unclear when that portion of the project will go out to bid, but select board member Brian Packish said the work is less intensive and well suited for the fall.

“I think the scope of those sections is much smaller,” he said.

For now, adjusted parking, new and expanded sidewalks, brick crosswalks and Ivory Silk Lilac trees will welcome Islanders and visitors alike this summer.

“I think we’ve really accomplished a great project,” Mr. Combra said.

Mike, Are you saying drivers from any state but Massachusetts are unable to parallel park? Have you noticed that Kennabec is also part parallel and diagonal parking? Have you ever been down Main st in Edgartown? If not, downtown is also parallel parking. Island Mike- I think you should go get a boat ticket and explore the other states. You may be amazed of what you learn. The project has been turning out great. Excited to see more spots being created next to the harbor. Well done Oak Bluffs!! The vast majority of parking in OB has always been parallel. From the Inkwell down to the Steamship, all along Kennebec, most of the Harbor, the far end of Circuit Ave, all around the Tabernacle as well as many streets to the east of Circuit Ave. This is nothing new and I'm sure will be handled quite well by drivers from across the globe.

I think you meant 'Island Mike'. Parallel parking takes longer than pulling into a diagonal spot - no doubt about that and longer wait times to park. There may be traffic back ups due to this.
Circuit Ave should have been redesigned to be a pedestrian concourse with no vehicles allowed.

Despite my own trepidation about parallel parking, I see that the parallel spaces are most usually completely filled, whereas diagonal spaces further up are often open. I do wish that larger trucks and SUVs would not park in spaces where the new trees have been planted. Fortunately I have a small car and can usually negotiate around them, but I think that two trucks might have difficulty. I guess we'll all just have to wait and see how it plays out. I'm more concerned about the stores that stayed open this winter and took such a dramatic hit, and also discussions about all the basement flooding that took place. Ia Oak Bluffs compensating these store and building owners to any degree?

But it's the negative, knee-jerk view of "out of state folks" that hurts. We love and respect the Vineyard, or wouldn't be there.
We're looking forward to seeing this long awaited and welcomed transformation. So far, it looks great!

The whole “people can’t parallel park” narrative continues to be ludicrous. The overwhelming majority of parking in every island town is parallel parking. We shouldn’t improve something because a handful of people can’t or don’t know how to parallel park and may have the choice of having to do so? Get a grip.

I've lived here for 35 years but before that I was in Brooklyn. I learned how to parallel park before I learned to drive (sitting with my Dad waiting for alternate to happen) and I have to say that firstly, parallel parking is much more time consuming and increases the possibility of accidents multitudes more than diagonal parking and secondly, it uses at least 1 1/2 times the space of diagonal parking. To spent all this money for wider sidewalks on half of Circuit Ave seems a waste of money. I really feel that turning the street in to a walking mall for the summer and returning it to the driving population the rest of the year would have been a better solution. I think that the solution they settled on was because the merchants want to be able to have deliveries in front of their shops in the summer. I have to say that this solution just gives me pause to avoid Oak Bluffs for the entire summer.

It does look good, but why did they have to do anything,and cutting down 100 year old shade trees was stupid.Now there is no escape from the heat for the tourists

Charlie, you should learn the actual facts before you comment. The trees were ornamental pears that are now considered invasive, they have about a 25 year lifespan after which the large limbs can break off(crushing 2 vehicles in the last couple years). The trees were planted in the early 80's meaning they were 15years past their expiration date.

When I was younger in the late 80s & 90s during the summertime, my mother and I would go to the oldstone bakery now called murdicks bakery in downtown edgartown & sometimes I would direct people with backing up their cars & sometimes they would give me money just for helping out with their parallel parking. Memories.

Island Mike, FYI in America there are traffic lights, rotarys, highways, exits ramps and parallel parking! Some roads have more than two lanes and have speed limits over 40 miles an hour. In some countries they even drive on the left side of the roads. Better you should take your coffee or ice cream off island to catch a trainwreck, because, oh yeah, they actully have trains!
