An investigation is under way into claims by a Tisbury policewoman that she was sexually harassed by a fellow officer and then subjected to retaliatory action from the police chief and town administrator when she complained about it.

In a detailed complaint, filed with the Massachusetts Commission Against Discrimination (MCAD) on April 28, Kelly R. Kershaw said she believed her alleged harasser, Sgt. Timothy Stobie, chief John Cashin and the town were trying to force her from her job.

A new ocean management plan being prepared for the state leaves waters on three sides of the Vineyard wide open for development, raising the prospect of large-scale commercial wind generation as close as one mile off shore, the head of the Martha’s Vineyard Commission said yesterday.

MVC executive director Mark London said maps which formed part of a presentation made by state officials at a workshop in Woods Hole last weekend showed waters to the east, south and west of the Island open to unregulated development.

After 21 years in the job, Ralph Packer lost his position as a Tisbury water commissioner in this week’s annual town election.

Mr. Packer’s defeat by Roland Miller, by a margin of 359 to 191 votes, was the only upset of the election; all the other candidates standing for reelection were returned.

The town ballot was otherwise marked by a lack of controversy and of voter enthusiasm.

William S. O’Connell may have clear-cut a 100 by 106-foot area on his land in Chappaquiddick, put up a wind sock and a sign saying “Heliport,” but that did not make it a heliport, a Dukes County Superior Court judge was told on Friday.

Nor did occasional takeoffs and landings make it one, argued Thomas C. Grassia, appearing for Mr. O’Connell, who is battling the town of Edgartown over its refusal to allow him to fly to and from his Chappy home.

Chilmark voters opted for smaller government and a quieter town at Monday’s annual town meeting, approving a reduced town budget and stricter new noise bylaws.

The budget cuts, however, amounted to the lightest of prunings — about $6.64 million for fiscal year 2010 compared with 2009’s $6.68 million appropriation — after the meeting rejected proposals for a more serious attack on staff costs.

In the face of legal action by the Steamship Authority, Ralph Packer has finally agreed to stop the unlicensed transport of rental cars to Martha’s Vineyard on his barges for the summer tourist trade.
