In the first night of a double-barreled Tisbury town meeting Tuesday, voters passed an amended leaf blower bylaw, scaled back plans for new moorings, and shot down a $450,000 warrant article for renovations to the house at Tashmoo Spring.

A hidden spreadsheet entry contained $1.8 million in long-forgotten funds — more than enough to balance the town’s $40 million budget, according to Tisbury finance director Jon Snyder.

Tisbury’s town meetings begin at 7 p.m. Tuesday at the Martha’s Vineyard Performing Arts Center in Oak Bluffs.

A new human resources department, and a high-level executive position to run it, were among more than 40 warrant articles passed in Tisbury by an overpowering majority at the annual town meeting Tuesday night.

Tisbury government is growing, and at their annual and special town meetings next week voters will be asked to approve the establishment of a human resources department.
