Towns Asked to Join Effort to Tackle Homelessness

The manager of the Vineyard’s only homeless shelter has been going to the Island town governments in recent weeks in the hope that they will join Harbor Homes to start a committee or task force aimed at helping the growing homeless population.

Lisa Belcastro, who manages the Harbor Homes winter shelter, gave the Tisbury select board an update on the Island’s homeless predicament on Tuesday.

The shelter itself effectively became homeless this month after losing its leased space at Martha’s Vineyard Community Services, which has demolished the building to make way for campus renovations.  

Two churches in Edgartown, the Federated on South Summer street and St. Andrew’s Episcopal on North Summer street, are hosting Harbor Homes guests now. Each church serves as the shelter for several nights in a row.

But the shelter program is closing for the season April 19, Ms. Belcastro said, leaving no alternative for many unhoused Islanders who, in the past, have camped illegally in the state forest.

“On the Island, we don’t have a safe camping location, which is something we’re advocating for,” she said.

The state Department of Conservation and Recreation cleared an encampment in the forest last summer, resulting in a public outcry from Islanders.

Ms. Belcastro said she is making the rounds of select board meetings to see if the towns will come together to help create a designated camping area where homeless Islanders can stay without risk.

“We’d really like to see the county and the towns [get] together to create that safe space,” she said.

“The homeless issue on Martha’s Vineyard is a community issue … and we are asking and hoping that we can all come together and work on this, because the problem isn’t going away,” Ms. Belcastro said.

“The numbers continue to go up. And they escalate even more in the summer,” she said.

Harbor Homes also is continuing its property search for a permanent winter shelter location, Ms. Belcastro said.

Where is the commitment to help these people to overcome whatever issues they have in order to release them from this horrible situation. To enable them to continue in this situation is heartless.

Lisa is a blessed woman she has vision and perseverance. Which seems to be in short supply these days. There for the grace of god go I. Comes to mind, with the horrible situation going on in our government and it is horrible to say the least. It’s going to fall on us, you me and everyone in our small but mighty group. The group I’m referring to are those of us religious or not who care about human beings that are homeless. No one’s asking to take these folks into their own homes Lisa is asking for access to a place for them to be warm and safe. Thank god that St Andrews and the Federated church stood up to fill the void bless them. We need to do more to help Lisa find a place for gods children.

More counselors. So often these situations involve substance use/ abuse. Many such individuals choose not to make the changes required to utilize the shelters (both on and off island) or more long term solutions like sober living environments. Another factor is that unhoused people often travel with a pet which limits their being able to take advantage of programs/ short term housing options. MVCS and the Red House are invaluable resources in this community though sadly, the resources offered there, are often under utilized by the unhoused. Many prefer to keep their independence despite that choice inevitably resulting in the cycle continuing.

Each Town should allocate dollars from the Short Term Rental funds collected and commit to support Homeless Shelers dedicated to their housing and rehabilitation needs. STRs continue to have short and long term effects on housing availability on MVI. STRs should be restricted to Island Residents only ......

I still fail to understand why the homeless can’t camp on public land, it’s public land and they are members of the public. Homelessness is a real problem but I’ve yet to see a government program that actually works, California has spent well over $20B over the last half dozen years and the homeless population has only risen. Ms. Belcastro seems like an angel with concrete ideas, give her what she’s asking for and a little money to execute on her ideas and get out of her way, that’s what I would suggest.

Shelters are essential to save lives and help people transition to supported and independent living. Housing First.. supported housing.. does work.. and is being used in other communities.
