Chilmark Seeks Solutions for Menemsha Traffic

An ever-growing population of summer visitors has made balancing parking and the historic fishing village’s character a major concern for denizens. The town harbor master’s office took over traffic management last summer and at a joint meeting of the select board, and the harbor advisory and parks and recreation committees Monday, harbormaster Ryan Rossi and police chief Sean Slavin aired potential solutions.

“Our first year was determined to be a learning year for the department,” said Mr. Rossi.

Limited parking and dangerous traffic conditions were most extreme during sunset hours. Through increased advertising, Mr. Rossi hoped to boost ridership on the town’s park-and-ride sunset shuttle and cut down on the number of vehicles coming to the area.

When some participants floated the idea of increased bus service, select board member Bill Rossi said the Vineyard Transit Authority likely couldn’t handle such a request.

“There’s not enough VTA drivers,” he said. “Even the sunset shuttle has been hard pressed for drivers.”

The harbor master also noted that private tour buses tour caused significant disturbances to the traffic flow on Basin Road last summer.

Town administrator Tim Carroll said that banning tour buses might not be possible, but he suggested looking into the potentially revoking tour bus livery licenses. He promised to follow up on potential strategies.

To help with trafffic, the harbor master also recommended hiring a traffic supervisor for the oft-distracted young traffic officers hired for the summer. He also said they would be required to leave cellphones in their car during their shifts.

A proposal to use two lots on Basin Road as summer parking for commercial fishermen drew some concern from the group. Both lots are currently leased out to fishermen by the town for fishing gear repairs or storage purposes.

If they were to be used for parking Menemsha would lose its iconic look, said harbor advisory committee chair Jeffrey Maida. Other participants emphasized the need for new parking signage to adhere to that character.

Though the town is looking for solutions, not everyone was critical of how things went last summer. Menemsha Fish Market owner Stanley Larsen felt traffic management went well.

“I just want to say that whoever was in charge last summer did a good job,” he said.

Menemsha is basically a massive, paved parking lot on the beach, which is tragic. Limiting the number of seasonal visitors who are allowed to bring cars would drastically change the landscape of our island for the better, which would mean massively investing in better public transit, to the point where summer residents are not reliant on personal cars to get around. The seasonal surge of cars on the road is the root cause of a large chunk of the issues we face as an island. Continuing to build out infrastructure for personal car ownership (YES -- that includes EVs, too!) is unsustainable, and will transform our island gems, frankly, into ugly mega-parking lots that are stinky, noisy, and dangerous.

Should we also limit islanders to the amount of cars they can have per household? Bermuda does. Maybe also a requirement that year round households with less that 4 residents MUST use public transportation.

Are you not aware that people can live miles off a bus route AND busses do not run the same schedules and routes year round?

No you don't, because you drive on the island and probably never ride a bus in your life.

Yes - the amount of year round properties with three plus cars / trucks is astonishing. Also some caps on commercial trucking would help with congestion and overdevelopment on MV.

The town should ask the VTA to replace the ill-used Sunset Shuttle with extended service on the Route 4, which is better patronized and allows those without cars to get to Chilmark for during the evening. Doesn't affect the number of drivers needed.

Before COVID VTA used to have the route 12 service run from 10am till 10pm between the Parking Lot in Tabor House Rd to Chilmark then Menemsha. I believe Chilmark needs to improve their parking lot with more space, EV Charging, and a paved parking lot. Route 4 also pulls in to the parking lot every trip but to add a second bus on that route it would need to add a second bus to all up island route because they are a connection route. Also VTA needs to add a route that goes along Middle Rd from West Tisbury down to Menemsha and that can also pull in into the parking lot to pick people up or drop them off, so there would be 3 routes pulling in to the parking lot.

All too often town planning boards decide that building more parking areas is the answer to alleviating congestion, which results in accommodating and then increasing the problem.
About 25 years ago when I opened Offshore Ale in OB, I came to the selectmen with a plan to run a shuttle bus from the OB school to the downtown during summer. They responded by tabling the idea without discussion.
I'm confident that Chilmark can come up with a better solution, and one that protects Menemsha first and foremost.

Can I suggest a small adjustment to help the fish markets shoppers? I used to be able to "park" in front of Larsen while I was buying fish. This past year that was not an option. Having two or three spaces for fish market shoppers would help keep some people from circulating around and around waiting for a parking space. I know this doesn't fix the sunset crowd and not enough parking, but it would be nice for those of us trying to buy dinner:)

Yes indeed. Larsen's may not think it makes a big impact but I know I had to revamp dinner plans on the fly several times last summer because I couldn't find a spot to buy my fish. Not just in the evenings, either!

I used the shuttle and it was not something I would do again. They need to find a lot much closer to Menemsha.If you make it more efficient the shuttle will be used. If there is parking available on basin road it definitely should be used during peak summer.

I saw one person from Chilmark respond. Before people from oak bluffs, Vineyard haven,edgartown and off island say their piece. Let the residents of the town impacted resolve this! Why do so many people think they have the answer? I don't know the answer, none of us do. This is an issue that has been getting worse since the 80's. Let's all face it, the is not the island it used to be.

Agree. I think more support from the existing bus routes being extended to pick up visitors from perhaps the Chilmark school parking lot. Bottom line is Menemsha can only accommodate so many cars. I've seen folks set up @ 2 in the afternoon for sunset .. Maybe have a sign by the Crossroads intersection saying Lot full. to deter drivers from coming into the beach lot .

Redesign the existing lot to cut the # of spaces in half, and make it prettier/ greener - maybe a landscaped rotary in the middle with parking along a circle…allot a number of spaces for fish- market parking only - 20 minutes max- keep the LVB parking lot open til 10pm with attendant at the beach entrance to disallow shore access….run the shuttle on the 1/2 hour to Mene,sha…maybe even a nominal $10 parking fee to help cover expenses.

Some of us like fishing when the tide changes around sunset after work. We can’t haul our coolers and fishing gear all the way down the jetty and then back again on public transportation, fish would spoil while waiting for the bus. I’ll happily pay for a sticker for a parking lot for island resident recreational fishermen.
