Governor Baker Relaxes Quarantine Rules for Out-of-State Travelers

Gov. Charlie Baker announced Tuesday that the commonwealth would relax its 14-day quarantine advisory for most out of state travelers, just as the Island community is gearing up for the Fourth of July weekend.

In his daily press briefing, the governor announced that any visitors from the five New England states, as well as New York and New Jersey, would not have to abide by the state’s 14-day quarantine guidelines for out of state visitors. The 14-day quarantine will still apply to travelers from any other state in the country, and all travelers showing symptoms of the virus are instructed not to travel to the state.

“These surrounding states, like Massachusetts, are seeing a significant decline in cases and new hospitalizations,” the governor said during his press briefing Tuesday. “Due to lower infection rates across the Northeast region, our administration is updating our state’s travel guidance.”

The new guidelines go into effect Wednesday, July 1, three days before the dramatically altered Fourth of July holiday. Normal traditions, like the Edgartown Fourth of July parade, have been canceled due to the pandemic.

Governor Baker urged all due caution when it comes to holiday revelry. “It’s our hope that most folks don’t do the big large Fourth of July gatherings,” he said. “And for the most part across the commonwealth, they’re not.”

Immediately after the announcement the Martha’s Vineyard Chamber of Commerce sent an email blast to members notifying them of the change.

Businesses and lodging services in seasonal communities like the Vineyard have been hit hard during the pandemic, especially as travel restrictions like the 14-day quarantine guidelines have slowed down the usual swell in the summer population, according to numbers from the Steamship Authority. Day trippers, seasonal visitors from out-of-state and members of the business communities on-Island have also expressed hesitation and confusion about the guidelines, especially with a 14-day quarantine in place.

For instance, although the Island had dramatically increased its testing capacity for Covid-19, a negative test result did not exempt travelers from the two-week quarantine guidelines, according to state regulations and public health officials on the Island.

But with cases decreasing throughout the region, the governor’s new relaxed guidelines will allow travelers from the Northeast to come without quarantine restrictions in place. Lodging services that reopened earlier this month and were required to inform their guests of the out-of-state quarantine guidelines will no longer have to do so for visitors from the seven exempt states.

Governor Baker said enforcement of the guidelines regarding interstate travel is difficult constitutionally, but that lodging services informed his administration that the quarantine advisory was “definitely” effective in limiting travel. He said that adjusting the quarantine would help improve the gloomy outlook for seasonal communities in the state

“We’re home to many destinations that people travel to from all over the world, and there’s no doubt this season will be different and immensely difficult for visitors and businesses,” the governor said. “It’s our hope that many folks will still be able to visit their favorite places in our great state.”

Yes, you have to quarantine. Yes, you should quarantine. Yes, you should check your information before making claims based on it.

Actually, I look at the data every day. Yes, there’s been a very small uptick in Philadelphia (a plateau really) and so the super cautious (and appropriately so) health department has continued to nix indoor dining. More than 2/3 of the state has flat or declining numbers and as of mid-June it was one of only 3 states in the nation to have seen drops for more than 40 days. The “uptick” with a statewide high of 636 new positive tests on 6/30 is the same as the NY’s same day data. New Jersey opened its beaches before pretty much anywhere else and has had zero enforcement, so I’m wondering about those numbers. If you look at the CDC website, you’ll see that both in raw numbers and on a per 100k person basis, PA has experienced a much lower number of cases than either New York, New Jersey or CT. Vineyard residents and visitors are subject to functionally the same risks from people in all these states. Mind you, I think everyone should mask, observe social distancing, only eat outside if in public and then rarely and forego the unnecessary shopping no matter where they are or where they come from. I can’t imagine going to an indoor restaurant or bar even if it’s allowed until there is a vaccine, I’m really sorry people aren’t doing that.

Let’s see.. Baker admits the quarantine is “difficult constitutionally”, meaning legally unenforceable and strictly symbolic. Just be logical and personally responsible. We all wish we could find a way to legislate intelligence, but unfortunately no one in a legislative role will ever be qualified to do so.

I have to say, it’s disturbing watching this flood of seasonal residents, short term visitors and day trippers flood our small island at a time when virtually all of our businesses are so woefully understaffed. Fear of Covid might have kept away our seasonal workers, but hordes of tourists are still arriving unchecked and unfettered, and it’s going to make for a highly chaotic summer.

The quarantine guidelines were not enforceable to begin with unless you stopped every single person entering the state by any means and tracking them for compliance. Not likely as the State doesn't have the money or resources to do so, let alone individual privacy issues if you were tracked.

I believe it is not happening. I hope and pray our island will be safe. People are coming from everywhere and the majority are not quarantining. Seriously, we can’t shut our country down for the next two years which is what it will take to have a vaccine that the public will feel safe taking so keep wearing your mask, washing your hands, and pray.

Based on the unfortunate pictures I’ve seen from other ‘open’ states / areas, I’m fearful that there no one will exercise the appropriate level of restraint over the Holiday. I’m afraid this message from Gov Baker will encourage bad behavior by making it appear that somehow less vigilance is needed. Be careful everyone - we have to control what we can.

We're looking forward to our annual trip to The Vineyard over July 4th weekend. Will be a little less festive this year, but we've been careful since the beginning of the crisis, and to be safe are awaiting our test results prior to boarding the ferry. Glad to see the governor has removed some of the barriers to coming!

My Family has traveled to Martha's Vineyard for 25 years.we began renting four years ago with a prominent rental agency. The rental agmcyinformed me in May that our lease disallowed reimbursement of our security deposit and we needed to decide whether to pay the final payment or we would not be able to rent property with agency again. How ugly is this for visitors who enjoy the island. Needless to say the rent is less than moderate, very disappointing.
