The lone bid for the new West Tisbury highway department building came in well under budget, highway superintendent Richard Olsen told the town selectmen last week.
Cape Building Systems owned by John Folino bid $857,500. Mr. Olsen said Mr. Folino was the only respondent of the 11 who requested bid packages. Final spending approval will be subject to a town meeting vote.
Costs estimates for the 62-by-50-foot modular steel building had come in at $1.3 million. The exterior of the building will be shingled. The new building will be located in the public safety building complex in North Tisbury. The old building is located on Old Courthouse Road.
“It’s not a big project,” Mr. Olsen said. “The completion date is June 2017, if all goes well.”
Selectman Richard Knabel praised the choice of contractor, saying he had worked with Mr. Folino on the MVTV building and had a great experience.
“I think you did a really good job, particularly getting the price down and picking a good contractor,” Mr. Knabel said. Mr. Olsen said the roof of the new building is designed to accommodate a solar array.
The highway building committee still needs to apply for an energy grant and obtain setback relief from the zoning board of appeals. The new building encroaches slightly on the north side property line, the northeast corner and southeast corner. A hearing before the zoning board is set for March 10.
A public forum on the building project will be held March 24 at 5:30 p.m. at the public safety building.

The Highway Department does
JIm Powell Lambert's Cove, West TisburyThe Highway Department does an excellent job of maintaining our town's roads and streets. Richard is an excellent superintendent and is proactive, frugal. He is always up early in the morning checking the safety of our town's roads. The new facility is necessary to protect the equipment from weather and keep it all in ship shape condition. It's time to consolidate and have the major town operations conveniently located in one location so that they can all work together most efficiently. The existing building on Old Courthouse Road, once our town hall, the fire station and had plans to be part of the town's park and recreation committee needs to continue to be refurbished and used by the town for town purposes. Thank you, Richard, Jessie and highway crew.
