Amid concerns about building design, commitment to selling local products and other issues, the Martha’s Vineyard Commission is now expected to reopen a public hearing on the Edgartown Stop & Shop expansion plan.
The commission land use planning committee voted 5-2 Monday to recommend that the hearing be reopened to allow additional public testimony and discussion.
“I don’t think too many people are opposed to this project, but I think that people really want it to be a good project,” commissioner Joan Malkin said. “It’s just not there.”
“I think everybody feels that way,” commissioner Richard Toole said. “We’re not going to vote it down.”
The expansion plan has been before the commission all fall, under review as a development of regional impact (DRI). A public hearing closed in late October. Since then the land use planning subcommittee has been conducting a post-public hearing review. The subcommittee typically drafts conditions and makes a recommendation to the full commission before it votes.
The renovation and expansion plan calls for adding about 16,000 square feet to the existing 25,000-square-foot store on Upper Main street Edgartown. The parking lot and traffic pattern would also be reconfigured.
Monday was the third LUPC meeting about the expansion. Commissioners found several sticking points, including the facade and design of the building. Commissioners pointed to a new Stop & Shop store recently built on Nantucket that they said looked nicer than the plan for the Edgartown store.
“The way it looks now is Stop & Shop USA anywhere,” Mr. Toole said.
“I think the existing building is already formidable and not very Vineyard-feeling, and this adds to what’s wrong with the existing building,” commissioner Linda Sibley said. At last week’s meeting, she expressed disappointment that the proposed Edgartown store didn’t look more like the highly-praised Nantucket shop, which has a cedar shingled facade and special signage. “What are we, chopped liver, and Nantucket deserves better?” she said.
Others raised concerns about the company’s commitment to selling local products. Mrs. Malkin said she thought the existing proposal was too passive. “I would like to see them provide us with a program of affirmative outreach and proper shelf placement, because I know it can be done,” she said.
After much discussion, commissioners decided there were enough issues to merit a new hearing.
Not all agreed.
Commissioner Clarence A. (Trip) Barnes 3rd said he was opposed to reopening the public hearing and the proposal to “hold up whatever we’re going to do . . . for a nice thought of, let’s sell local produce,” he said.
But others also said they wanted to hear more about open space, a traffic management plan, and abutter issues, including noise.
“The benefit of reopening [the hearing] is a lot of issues that we found to be insufficiently presented,” Mrs. Sibley said.
In the end Mrs. Malkin, Mrs. Sibley, Mr. Toole, Christina Brown, and Ben Robinson voted in favor of recommending reopening the public hearing. Mr. Barnes and Fred Hancock were opposed.
The full commission will discuss reopening the public hearing at its regular meeting Thursday. A new hearing is tentatively scheduled for Jan. 11.
On Monday commission executive director Adam Turner encouraged the commissioners to work toward an end to the process. “We want to do whatever we need to do, but we also need to finish it,” he said.

WashAbhorred EdgartownI don't understand what carrying local products has to do with a renovation? Should they carry the honey that guy was mixing in his apartment with non-food grade scents? Do they need to carry $10 chocolate bars that middle-class families can't afford to make someone happy? There are plenty of places on the Island to buy that stuff. Just seems like another shakedown and attempt to push S&S for the benefit of a very high-priced competitor in another town.

If you want local produce, go to Morning Glory. If you cant find it, just look for the obtrusive windmill erected there. That's ok in their mind but the proposed new Stop and shop building isn't 'Vineyard feeling'. How about a big ugly windmill on the new stop and shop to generate 'green energy'.Get real.

MooWhy do we need Stop & Shop selling local products? There are plenty of places to buy local on the island. That's not what people go to there for. Plus how is that related to the renovation? Don't we want a nicer, newer store in Edgartown? I do.

It's a shame what happened in VH and I would not doubt there are some favors being called in (as mentioned above) by the VH grocer that charges too much for questionable quality

Despite what one may think of the variety,quality and prices, under the circumstances the staff does an excellent job of operating and stocking the place and trying to house their employees, who are by the way, are good and hard working folks...in addition, the corporation has a good history of hiring the less fortunate and should be given credit for that...
it is time to stop the
Jon Edgartownit is time to stop the politics and let them build a store that is bigger and better and what we need on this island. it would be such a shame if this wonderful upgrade gets derailed by this nonsense just like it did in VH
After living on the Vineyard
Wil Past Vineyard ResidentAfter living on the Vineyard for over 25 years and watching how the MVC works I continue to try to understand their thought process and how they work. Why do they continue to hold Stop and Shop to a higher standard than other projects of regional impact? Why does what a store sells has anything to do with the process of approving a well designed building that fits into the area that it is going to be built? Look at what they approved at a competitors location. A parking lot full of canopies that looks like an off island drive thru. Is that considered "Vineyard Like" Why? Because of who the store belongs to but was justified because of the solar banks that were placed on top and the electric charging stations. The solar banks only benefit the owner, not the island community and I ever saw that many electric cars that would justify allowing those canopies to be approved. Stop and Shop provides the majority of the island population as well as summer residents with an affordable choice for quality food and other essentials. The MVC should stop their continued attack on Stop and Shop and focus on what is really important. Supporting a project that not only provides the island with much needed essentials but is probably the larger employer on the island.

Bob EdgartownI agree about the ugly canopies that only make money for South Mountain and Cronigs. The MVC has talked about them adding that to Edgartown as well. More ugly canopies, watch out people the do gooders are coming to save us!!!

Chris OBHere we go, again. Why do the masses on this island allow a select few, with monetary interests tell them what to do and how to do it. The expansion makes sense and as with all politics now they want pork inserted into a perfectly good idea. I have no issue with having a locally sourced section, but bear in mind that is at a cost to Stop n Shop. Have a small section for local products (some are good some are not)and leave the rest of the store for those that need to buy products that are actually affordable.
