I second Paul Doherty’s motion re: nips. From personal experience, on the Vineyard and in Dover, nips are a blight (and most likely in every Massachusetts community as well). I have been proposing for years, to anyone who would listen, the deposit on nips should be a dollar. Every time I walk the Beach Road in Oak Bluffs or my neighborhood in Dover, the number of discarded nips is astounding. Be assured, I pick them up and recycle (there is no deposit on nips).
